What is CARF?

CARF International is an independent, nonprofit accreditor of health and human services providers in the areas of Aging Services, Behavioral Health, Child and Youth Services, Durable Medical Equipment, Employment and Community Services, Medical Rehabilitation, Opioid Treatment Programs, and Vision Rehabilitation Services. CARF assists providers in improving the quality of their services by applying sets of quality standards during a consultative on-site survey.

If you answer yes to any of these questions you are eligible to apply for Bus Passes, Birth Certificates and State ID’s.


1.    Are you an adult who has been formerly incarcerated?

2.    Are you a youth who has been formerly incarcerated?

3.    Are you at risk of incarceration?

4.    Are you on probation or parole?


We are able to assist you or anyone within the Lucas county community that has been incarcerated or at risk for incarceration with obtaining state identification, birth certificates, and bus passes.  Free of Charge!
